Methodology
The 402 Report Settlement Cost Index™ (short form: 402 Settlement Cost Index™) measures the USD cost of
settling one x402 micropayment on Base. Basis: Base L2 base fee × 65,000 gas (one ERC-3009 USDC transfer) ×
ETH/USD (Coinbase daily close via FRED, public domain). This v0 preview excludes the small L1 data-fee component.
Base fee is observed hourly via eth_feeHistory against the canonical public
RPC with a keyed fallback. Raw responses are archived with SHA-256 manifests before any computation.
Composite (at launch): median and p90 USD cost of one ERC-3009 USDC transfer, with Ethereum L1 and Solana comparators.
Revisions: none — chain observations are final. Any correction would append a new vintage; originals are never overwritten.
Birth date: stamped at first public publication. Collection began Jul 14 2026; the pre-birth archive ships with the series.
